There is a pretty serious shortage of young children in Mystic Falls. I think due to the violent nature of the show, (and probably the fact of all the recent school shootings etc.), the creators do not want to include the possibility of anyone under the age of 17 or so coming to harm.

Seriously. There've been no babies crying, no children giggling, not even so much as a hint of a crib in anyone's house. A child would present way too many problems, which is why I think the writers veered away from vampiric procreation early on in the series.
